When Notification is send which has attachment configured in it, Notification is sent without any attachment.
Reproducing the Issue
Login to Instance and Go to Email Queue
Open the Notification that is send and check the attach file section which will be Zero
Go to Notification -> Search the notification and enable the below option
Do not attach forms to Email and SAVE the changed. Resend the notification and check the Email queue again.
