You are working with Tickets and sees that the Finish Work actions is visible.

Reproducing the Issue
- Go to the Service work center.
- Select the Tickets view.
- Open Ticket ID XYZ (XYZ represents the Ticket ID).
- Click on Actions, see that Finish Work is there.
The Finish Work action depends on the Work Progress of the Ticket.
A Ticket is Work Relevant if its Type is Work Relevant (i.e. with the Requires Work flag checked on the Business Configuration) or if the Ticket has Items added that are Work Relevant.
All Items are Work Relevant with the exception of: Part Advance shipment to Consignment Stock, Part Return Pick from Consignment Stock, Customer Item Planning, External Procurement and Sales Order.
Additionally, you can make an Item Not Relevant with the Action: Not Work Relevant.
