When you try to submit an existing agency candidate, existing candidates are not getting populated in the list, although those candidates were added within 24 hours.
This issue occurs when 'Ownership for requisition' is enabled in the Agency Ownership setting at provisioning. When 'Ownership for requisition' is enabled, the agency should be able to own the agency candidate for 24 hours.

Reproducing the Issue
- Go to Job Listings tab, select a job requisition, click Submit New Candidate. After submitting the new candidate, the candidate is visible in Candidates tab.
- In the Job Listings page, select another job requisition, click Submit Existing Candidate. The existing candidate list is empty.
There is a defect. The RCM Engineering team has identified the fix.
The RCM Engineering team is working on the code fix to change the behavior of the code to update expiration period to be 24 hours in the case of Ownership by Requisition.
The code fix has been scheduled to b2005 release. We can apply the workaround below as a quick fix.
Step 1 In Provisioning, change the agency advanced ownership setting to Ownership by duration. (check that 'candidate ownership' appears in Setup Agency access setting)
Step 2 In Setup Agency access setting, set the candidate ownership to 1 day.
Step 3 In Provisioning, revert the agency advanced ownership setting to Ownership by requisition. (check that 'candidate ownership' is invisible in Setup Agency access setting)
Step 4 Submit a new agency candidate. Now the candidate should be available in existing candidate list for 24 hours.
