A number of email templates are not available for selection when trying to give a role permission to contact candidates

The emails are configured in a different locale and do not have a translation for your chosen locale - this is an expected behavior.
Change your locale to match the missing email templates, and allow a significant period of time for the RBP to update. The templates should now be available for selection.
Note: It can occasionally take several hours for the templates to appear following the locale change. If you have access to provisioning, you can refresh the RBP manually and this will speed up the process.
