Manage Pending Hire UI for EC customers non-EC customer support: planned for after GA. Details to be defined on how this will work (MPH may not be required - to be discussed).

The hire is assigned a temp ID and not converted to an employee with permanent ID until start date either by hiring to EC or using the OnStartDate sync. The only time the temp ID is the perm ID is if pre-day 1 functionality is enabled.
