Reproducing the Issue
Add a custom column for a program under system admin- custom column-program then navigate to learning- program- add remove criteria and notice that the custom column is not there.
The custom column for programs is slightly different to custom column behaviour such as user/ schedule offering. When you add a custom column under program it populates on the bottom left of the actual program record instead of the search add/remove criteria.
Product management have confirmed that when creating programs we do not show all the fields, the Add page is intended to add basic details of the program and once you added the program in to the application, then you have choice to add agenda, custom columns, associating in to catalog. You are not able to add a custom column for a program in the search add/ remove criteria.
This would be expected the programs dont perform the same as for example user custom columns.
