When a user receives a system email notification, the email doesn't contain the HTML format from SF.
The following email is one example of content without the HTML formatting:

Reproducing the Issue
After the trigger point of an email notification, for e.g., the routing form notification when a form is send to the next approver and in that point, the email will be sent out without the HTML format.
The setting that are responsible to change the email to HTML format is not enabled.
The functionality "Enable HTML email notifications" must be enabled. Please follow the next steps:
- In Admin Center, go to Company System and Logo Settings
- Find for the checkbox "Company System and Logo Settings" and enable it
- Save the changes
After the HTML format is enabled, the email notification should be looking at the following example:
