When you give a report user/instructor permissions and when they go to filter the report on the user side it runs instantly and fails but when the admin runs the report it works fine.

Reproducing the Issue
When an admin imports a report they have the option to select who has the permissions to run the report
When they select Users/Supervisors/Organization Owners/Instructors and if the report criteria has filters in the report for example users or items then when the user tries to filter the data the report will just run instantly
This is not allowed because users should not have the ability to view and run data of other employees or courses only admins should for security reasons.
Since only admins should have this filter criteria available to them when giving these permission's only reports that don't have filters should be given to users for them to run reports on their side.
For example if this user is a supervisor and they need to get access to this data on a regular basis then you have the option to create schedule recurring report jobs that will be created by an admin and that supervisors email can be entered as the receiver of this report.
