Claim Screen ID is blank or shows no selection even when UI for Benefit Employee Claim exists.

Reproducing the Issue
- Go to Manage Data > Benefit > Select any Reimburesment Benefit, Take Action and edit > Claim Screen ID will not return any results.
- Go to Manage Data > Benefits Screen Lookup > BenefitEmployeeClaim > Screen ID will not return any results.
Benefit Employee Claim object is secured and no permissions related to Benefit Employee Claim are provided to the user.
If Benefit Employee Claim object is secured, then required(view/edit) permissions must be granted to user so that they will be able to see Benefit Employee Claim UI screen ID's in Claim screen/Benefit Employee Claim.
