When updating the default Date Format for a locale the following error is generated:

Reproducing the Issue
Navigate to References > Geography > Locales > select locale > open in Edit mode > open Date Patterns tab
Select the new Date Patten to be the default one and Apply Changes. Error is generated.
Staying within the Date Patterns tab:
Select the Date Pattern which is causing the error and remove it.
Then add the same Date Pattern back in again under the Select the Date Pattern for the Active Locale section
Once it's added back, set it again to be the default.
