Reproducing the Issue

  1. Create an Ad Hoc /  Report Table report for any domain (Example - Employee Profile).
  2. Enable the 'Include inactive users' option in the People pill
  3. Save the report and run it.

    The report saves and run successfully and inactive users are included as expected.
  4. Return to the Reporting listing page / Report Center Page.
  5. Edit the same report again and check the People pill.


    1. The include inactive users option has been removed automatically
    2. The 'Refine Criteria' button does not respond
    3. Running / Previewing the report now will not include inactive users


The ‘Refine Criteria’ and ‘Include Inactive Users’ options currently rely on the People scope’s filtering options.
The issue occurs only in the instances which do not have any filter option defined.

Admin Center > Filtering options


A code fixhas been developed for the issue and it is currentlt schedule to be inlcuded in the Q1 2019 release.

Interim workaround - Enable at least one Filter Criteria  under Admin Centre > Filtering options
