You have selected multiple Business Users and have assigned them Business Roles.You want to update the Access Rights of these selected users but an exception occurs.

Reproducing the Issue
Go to Administration workcenter.
Go to Users view and click on Business Users.
From the list of all Business Users select multiple Business Users at once.
Click on Actions and select Assign Business Role to assign Business Role to all the selected users.
Keep the Business User selection and click on Update Access Rights.
Click on Update Selected User(s).
The screen loads for sometime and an exception occurs.
Currently Business Role assignment is a foreground process that's the reason you are facing the exception.
Making Business Role assignment a background process is planned for future release.
Currently this is the limitation and for now you can reduce the number of users and proceed with the assignment.
