Benefits Usage Reporting Job is not pickling all the eligible employees. Some eligible employees are picked, and some are not.

Reproducing the Issue
- Check for a benefit which has 'Dependent' as parameter in its Benefit eligibility rule.
- Create 'Benefits Usage Reporting Job' by selecting the mentioned benefit and Run it.
- Go to Execution Dashboard Manager and search for the job.
- Check the results. Some eligible employees might be missing.
The issue is due to 'Dependents' parameter in the benefits eligibility rule. If dependents parameter is added in the benefits eligibility rule, Benefits Usage Reporting Job is picking only those eligible employees who have dependents details maintained in dependents portlet. If dependents details are not maintained, Benefits Usage Reporting Job is not picking those eligible employees.
Currently it is a defect and Engineering team is working on the fix. The fix might be available in 1811 release, but it is not yet confirmed.
Dependent parameter can be removed for time being from the eligibility rule until the issue is fixed.
