After the June 2018 Release special characters are being displayed as symbols in the customers instance.
Reproducing the Issue
Example of the issue with the French language:
Normally it's "Appréciation d'équipe" was being displayed as " ApprÃ�Â©ciation Ã�Â©quipe "
Reupload the 3 tier csv file with the proper texts and ensure it is encoded as UTF-8.
