User is not able to see the canvas option to run reports on Detailed Reporting or Advanced Reporting eventhough the user has the Standard "Full Access" permission on the analytics backend.

This is an expected behavior as the standard "Full Access" permission do not give access to the create these reports. See below for your reference:
To correct this behavior you have to change the role of the user or to create a new role with the permissions required. To perform both changes it is required to:
- Access the Admin on the Analytics screen.
- Select the "Role Maintanance" and change the role or create a new one.
To confirm which role the user has it is possible to go to the user maintenance and search for the user. See referenced KBAs for further information.
