Customer cannot login with newly created admin user from provisioning.
When you have SSO enabled on your instance and when you create the new admin user on an SSO enabled instance that user will use SSO and not Password login. To use Password (PWD) login, you need to change the login_method for the new user to PWD on the UDF (User Data File), if no login method is specified, it will use the default (SSO).
There are two solutions for this issue, you can login to the instance with another admin user and change the login method for the new user or you can disable the SSO and then login to the instance with the new user using password. If you do not have an admin user to change the login method, we would advise that you disable the SSO, login to the instance, change the login method for the new user and then re-enable the SSO.
