Customer has been given credentials for PLATEAU account. Upon initial login, the PLATEAU account does not have any roles and workflows assigned. This is also happening to the HOSTING account. Only the "Environment" can be viewed.

Reproducing the Issue
1. Login to the LMS environment using the PLATEAU / HOSTING account
2. Notice that you don't have any permission to do anything. All you can do is view the "Environment" tab.
LMS License was not properly installed.
Open an incident to Cloud Support and they should open a ticket to Operations Team (NCC) and request to do a proper re-installation of the LMS license to customer's environment.
