You're trying to utilise the Filter option in the CSV input Integration. After defining comma-delimitted values the filter will not affected to import process. If you specify a string value to the filter field in an element, then the filter will be reflected to all other elements. Changing the field will not update the Filter values.
Reproducing the Issue
Step 1: Integration Center > My Integration > (any integration)
Step 2: Configure Fields > Switch to detailed view
Step 3: Select an element and you can see Filter field
Currently there is no feature to filter out records in the CSV Input Integration. The Filter in the screen is targeted to be removed from the CSV Input Integration in b1805.
For the time being, please ignore that option from the screen as the filter isn't available to be used.
