Is it possible to set Termination Date by a business rule during termination of a user?

Termination Date is the key field in termination UI, and it has special logic associated with it. When you enter a value to this field, the page reloads and defaults the date to other date fields. Also, it loads the list of Direct Reports and Job Relationships for this user. Because of this special logic, we cannot set value to this field using an onChange rule on other fields like okToRehire.
We want the user (the logged in user/admin who is performing the termination action) to explicitly enter a value to this field, because based on that we will get the list of people reporting to that user as of the entered date.
It also being the first field of termination UI, it does not makes sense to set this field with an onChange rule on another field below it.
There is no plan to fix this.
