You receive the below error when you try to migrate Workflow Rule for E-mail types:

Reproducing the Issue
Go to Business Configuration work center
Select Overview view
Search Migration of Workflow Rules activity
- Select required Template and execute simulation
One of the reasons why this error could occur is stated as below:
While migrating Workflows for E-mail types, the corresponding Templates have to be first created in the target tenant. If there is no corresponding value maintained in the migration template for the field PDF Template Code field, then you may receive this error.
The templates can only be created manually. First create the Templates in the target tenant. Use the respective Template IDs to fill the migration template with corresponding workflow rule to which the Template belongs and execute the migration again.
