Customer is using Learning Sites to allow external users to create accounts. Currently the user ID is generated automatically. Can we configure it so user can created their own user ID? If so, how?

Reproducing the Issue
1. Click on the sites URL or copy paste it on your browser
2. On the login page, click on the "Register Now" link
3. The next screen will show you the page where you can create your account, however the User ID is already populated.
The User Created Account configuration settings is not properly setup
To enable to external users to have the ability to create their own user ID, follow the steps below:
1. Login to LMS as an admin
2. Go to System Admin > Configuration > User Created Account
