While creating a domain restriction, there is no option to remove the public domain. The public domain is automatically included.

Reproducing the Issue
- Navigate to System Admin > Security > Domain Restrictions
- Click Add New
- After creating it, click Domains tab
- The Public domain is already pre-populated and you cannot remove it
The Public domain will always be available for all users, as it is public. This way, you cannot remove the Public domain from the domain restriction.
