Benefits are not available for enrolment.

It's a configuration issue.
If the Benefit Type is "Reimbursement" and Enrolment Required is "No", then this will not be available for enrolment. It'll be available under Current Benefits -> Reimbursement section for Claim. If Enrolment Required field is changed to "Yes", then it'll be availabled for enrolment but it'll become an "Allowance" instead of a "Reimbursement".
Also, check if the following are correct for the user:
The benfit status is active.
- The eligibility rule satisfies for the user.
- The user's legal entity belongs to the benefit's legal entity list.
- The benefit's Benefit Schedule is still valid.
- The field Enrolment Required is "Yes".
