Even when setting the inactiveRule.cleanDevPlan rule is set to no (N), the User is being unregistered from the Scheduled Offerings.

Reproducing the Issue
- Set sfuser.connector.inactiveRule.cleanDevPlan=N or user.connector.inactiveRule.cleanDevPlan=N;
- Run a connector to inactivate a User;
- The User is also removed from current and future enrollments.
This is currently the expected behavior as, according to the Connector Workbook, this is one of the rules that cannot be modified: "Removes the user being inactivated from current and future enrollments."
