A specific User ID (bbarone1, in this case) is not displayed in the realms query, based on employment information, although it is visible and accessible via the Employee file portlet.
In this case the query shows data for other users but not for the user "bbarone1".
Note: From the backend checks Support confirms that the Advanced Reporting Data is in Synch with Employee Central Data.

Reproducing the Issue
Report Center - Report Canvas - New Advanced Reporting query
- Employment Object and add User Sys ID, First & Last Name, Effective Start & End Date then Emp Job Info T Effective Latest Change field
- With Date Options selected as Date Type "Current Date" the user bbarone1 is not shown in the query result while the user mbarista1 is shown.
If you select the Date Type as Show All the User is shown as below.
- In this case, when you check the Emp Job Info T Effective Latest Change field data it shows Y for the user mbarista1 & N for the user bbarone1.
The report works as designed.
The user bbarone1 shows up when date options (Date Type) is set to "Show All".
The user bbarone1 doesn't show up when the date options is set to "Current Date" because the Effective Latest Change value is "N".
When "Current Date" option is selected the query filters out records where Effective Start Date is less than today's date, Effective End Date is greater than today's date and Effective Latest Change is either 1,Y,y,NULL.
