User tries to translate competency into other languages by the language dropdown filter in Manage Job Profile Content, Competency, but it remains to the current locale of the system.

Reproducing the Issue
1. Go to Manage Job Profile > Competency > Click on the Competency Name
2. Check Library and Category translation, translations are correct
3. Check Description translation, translation is also correct
4. Change language in Manage Job Profile Content > Competency > Name, Library and Category were translated
However, when you clicked on the Name and displayed the translations, it still in English
Resolution: Standard behavior. This is because, the Job Profile Builder gets the translation based on what is selected as default locale. You can check this by going to Options > Change Language.
This is because, the filter or language dropdown in Manage Job Profile Content, Competencies allows the user to see to the translated names in the corresponding locale.
When the user however clicks on the Competency or other objects for editing, then the object loads and shows all the information in the user's default / logged in locale, not the locale selected on the previous dropdown. It was acknowledged that it was confusing.
The user can however select the translation icons to edit content in their desired locale.
Alternatively they can change their locale used for the SF application under the global Options menu - when they click the object the default content shown will be in the user's (now different) locale.
