When an LMS admin sends an ad hoc notification using the "Send Notification" feature from the scheduled offering level, the notification is sent to users who are out of the domain restrictions applied to the admin role.

Reproducing the Issue
In the LMS admin side, click on:
1. Learning >
2. Scheduled Offerings >
3. search for the desired scheduled offering and access it >
4. under the "Actions" box/tile, click on "Send Notification".
This is an expected system behavior.
Note: in the 1711 release, the "Send Notification" feature from the item level has been changed. Once the admin sends the ad hoc notification using the "Send notification" feature from the item level, the notification mail should not go to any user who is outside the admin's domain access.
For the "Send Notification" feature from the scheduled offering level, there is a design change on the roadmap and it should take place on future releases. When the delivery be confirmed, the customers will be notified.
