Error when doing an employee import "You cannot make this change to the effective start date because time sheets already contain data before the new effective start date".

Reproducing the Issue
Go to Admin Center > Import Employee or Import Associate data > i.e. Do a Job History Import and you will get the error.
This issue will arise if the import record is changing any of the Time Information fields (Time profile, holiday calendar etc.) and the effective date of the record being imported is just after the 'Hire' record of Job Info (i.e. the previous job info record to the import file is the Hire record).
This is a known defect that is fixed in 1802 release.
Below is the workaround:
- Manually insert the record via the job history or MSS (Take Action)
- Go to job history page (UI)
- Insert a dummy record(with event reason Data Change(say)) with effective date before the effective date of the imported record but after the effective date of the hire date. -> Save
- Proceed with the Import.
- Delete the dummy record manually.
