You created a new Goal Plan recently and you try to give permission to a role in RBP but it is not showing on the list of templates. You have reviewed the KB Article https://launchpad.support.sap.com/#/notes/2072200 but still, it is not showing in RBP.

Reproducing the Issue
Create a new a new Goal Plan in Manage Templates in Admin Center by copying an existing template and rename as a new template.
The reason why it is not showing in RBP is because by design, under "Admin tools - Manage templates" the goal plan name is using the default name from goal plan template but in Goal tab and Admin Tool permissions (RBP), the goal plan name is following the locale you selected language in Options page, instead of default goal plan name. When copying a goal plan, make sure you also change the localization of the goal plan name in Admin Center and not just the default name.
If you are encountering this issue, please check by going to Admin Center > Manage Templates > Goals / Objectives tab > select the newly created / copied goal plan > General Settings > you will see on the "Name" field that the value on this field must be the same as the template name. But if you click on "Change Language" on this same screen and change it to English US or other language from default, you will see the name is different. This is also the reason why you are seeing two templates of the same name in RBP.
To fix this, there is no need for SCR and just change the name of the template to the correct one for English US and all other languages in your instance that still has the incorrect name on this field on this screen. The change will also reflect on the XML and is dynamic.
