When the Sales Quote 123 is set to Won/ Lost the Progress Status becomes Not Relevant.

Reproducing the Issue
Go to Sales work center.
- Go to Sales Quote view.
- Open Sales Quote 123(where 123 is a Sales Quote).
- Go to Actions and select Set as Lost(or Set as Won).
- Progress status becomes Not Relevant.
Sales Quote 123 was never communicated to a customer therefore when the quote is cancelled the Progress status is set to Not Relevant.
When a Quote was never communicated to a customer and the Quote is cancelled, the progress status is set to "Not Relevant". When a Quote was send to the customer and afterwards it is cancelled, the status is set to "Lost" or "Won".
This is the expected system behavior.
