Reproducing the Issue

  1. Click to Start Crystal Reports Designer
  2. Error comes in few seconds

Cause

  • Corrupted registry profile at HKEY_CLASSES_ROOT\MIME\Database\Charset

Resolution

***WARNING***: The following resolution involves editing the registry. Using the Registry Editor incorrectly can cause serious problems. Use the Registry Editor at your own risk. Refer to KBA 1323322 for more information.

Create a back-up of the registry:

  1. Start Registry Editor (regedit.exe)
  2. Navigate to    HKEY_CLASSES_ROOT\MIME\Database\Charset
  3. Right-click and select Export
  4. Export it to your hard drive and name Charset back-up
  5. Make sure the file exported. Open in Notepad to see the content
  6. Delete the  HKEY_CLASSES_ROOT\MIME\Database\Charset key content

In one particular case the following subkey caused the problem:

HKEY_CLASSES_ROOT\MIME\Database\Charset\Interface

Start Crystal Reports Designer

If it works then correct content of the Charset could be copied from another working machine or from HKEY_LOCAL_MACHINE\SOFTWARE\Classes\MIME\Database\Charset
