You desire to assign 2 curriculum to a user and force the completion in a specific order. User has to complete the first curricula before he/she is able to access the second curricula.

LMS does not have a specific function to proceed on setting a curricula as a prerequisite to another. As a workaround, you can add a subcurricula to the second curricula, this way you ensure that user complete the first curricula and then proceed on the other items.
Another option would be to create a requirement for the second curricula and add all the items of the first curricula as a pool of courses to be completed prior the second curricula. This will work if the items have hours configured, as requirements uses total hours from a pool of items.
