Configured Background or Trend portlet/element as Read Only = True, via Manage Musiness Configuration > Employee Profile > Background Elements
Background / Trend Element is not made Read Only after changing its configuration to reado-only = true

Reproducing the Issue
1 - Go to Manage Business Configuration and add specific element (here background information)

2 - Create specific permission for the Background element
3 - Go back to Employee profile page - the fields are still showing as editable
Configuration Issue - Read only = True is not supported for Background elements.
This is expected behaviour, currently "Read only = True" is not supported for Background Elements (portlets/blocks). This should instead be controlled via Role-Based Permissions (Permission Roles > View/Edit permissions).
For "Trend" Background Elements (portlets/blocks) you can set "Visibility = View" for the Trend element in Manage Business Configuration (or the Succession Data Model XML) to make the element read-only.
