While adding a new ITEM Admin's do not see ITEM Classification as "Scheduled and online" and "Online Only" as below.

Reproducing the Issue
- Navigate to Admin > ITEM > Add New ITEM
- You will get to see only "Scheduled Only" and "Other" Classification of ITEM.
Admin role do have a workflow "Edit Online Settings" from "Learning Management" section which governs this functionality.
Please add Workflow "Edit Online Settings" from "Learning Management" section to the respective role this will enable associated admin to add all ITEM Types in the system.
Admin will now be able to add all the ITEM Types as below.
