If customer has configured external user as a related user for any admin in LMS (Not a best practice) and if that external user login in to external site, he/she will be able to view the admin page. However if he/she navigate to admin page then they will not be able to home tab.

Reproducing the Issue
- Add related external user for an existing Admin.
- Login to external site with the user and you would get to see admin tab along with catalog tab.
- If you navigate to admin, then user will not get to see the home tab.
Firstly we do not suggest customers to add external user as a related user to any admin in the system. In case if any such exceptions are there then its system expected behavior that user will not be able to toggle between admin and home tab.
