Notification e-mail not sent to user when template body is empty

- With the release of 1708 version, notification e-mail will not be sent to User/Supervisor/Instructor/Contacts when the legacy template body is empty
- Even if the recipient is part of Organization having Org. notification Header and Footer if the legacy template body is empty no notification will be triggered.
- Emails will be sent to User/Supervisor/Instructor/Contacts if the user is part of organization, having header and footer and template body is made empty using the notification editor.
- Emails will not be sent even when the following entry points are as empty:
i. Learning>items>search and select>More>notifications>edit registration template.ii. Learning >Scheduled Offering> Search and select>more>notifications>registration template.iii. Learning> Questionnaire Survey>Search and select>Notifications>Questionnaire Survey Notification.
