How can we configure Payment Information portlet without maintaining Bank database?

If you would like to select Bank field value in Payment Information portlet, you must maintain unique combination of Bank Country and Routing Number / BIC values for Bank database. There is no alternative to it as the validation is in the code level.
If you don’t want the validation, you should not use the standard fields Bank, Routing Number and BIC. You can set Required, Editable and Visible values to “No” for these fields in the Manage Configuration UI for Payment Information UI that is in use. You can use custom fields instead. However, if Payment Information is integrated with payroll system, you should rewrite the configurations accordingly.
If you are planning to implement the above approach, make sure to remove the rule “BankTransfer” from the field “Payment Method” from the UI.
Alternatively, you can make Bank field as non-mandatory in the UI (or hide it). When entering Payment Information for users, simply don’t fill value for Bank field.
