When employee selects 'Edit' followed by 'Cancel Request for Approved Leaves, 2 email notification are triggered. one of the email notification is triggered for "Workflow Commented" with high priority.

Reproducing the Issue
1. Navigate to Time off page
2. Click on 'edit' of an already approved leave.
3. Click on 'Cancel Request' in the edit screen.
4. 2 e-mail notifications are triggered to the manager(or the workflow step approver), 1 email for approval request(expected) and another notification for Commented (Unexpected)
This is a known issue which is fixed in 1711 release.
The preview instance will get the 1711 release on 4th Nov 2017 and other environments on 2nd Dec 2017.
