When we try to hire the user from saved draft, an application error appears when we navigate from Identity to Personal Information. If you still experience the issue, please contact Cloud Support Team.

The original reported application error usually caused by invalid user id being inserted to the draft when an invalid payment information was provided. This problem should only occur with old draft created before 1705. Such problem should not occur anymore.
