Request button is not available for eligible advance:
As we can see in above example, for Basic Salary Australia we cannot see request button as we see for the other advance Base Salary India.

Reproducing the Issue
Go to any employee's profile who is eligible for the specific advance and observe that Request Now button is missing.
This happens when you had not set maximum eligibility amount in the Eligibility for Advances object:
- This is an expected behavior as practically, we cannot have unlimited amount requested.
- So the request button is not available if maximum eligibility amount/percentage is not maintained.
- If you want to have the request button, then please maintain some value in the amount field, you can set exception for request amount to yes if wou wish that employee can request for more amount than they are eligible.
