When created external users through site that is having approval process associated, but the approvals are not getting trigerred.
You could see the requests under LMS Admin>>Users>>Account Requests, but Approval Process is not filled with the appropriate value as shown below.

Reproducing the Issue
We've set up a site in our environment to test various scenarios for external LMS users.
We created an approval process and set that in Global Variables as Default User-Created Account Process ID.
Then, registered two users but the approval does not appear in Approvals section for the user that has the required approval role.
Automatic Process needs to be run to trigger the approvals that are necessary.
Even after the Approval Role & Process are properly configured and still do not see the approvals trigerred, then please make sure that the "Set Account Request Approval Process" APM is scheduled to run, which will then trigger the needed approvals.
Also you could see them in the Account Requests tab, once the APM run's as shown below.
