Performance forms are not restored on rehiring a terminated employee

Reproducing the Issue
1. Employee is terminated on 16th May 2017 with effective date as 7th May 2017.
2. The form was active before he was terminated.
3. After the employee is rehired, the form should be in active status but it is still showing as deleted. (Admin Center -> Resore Deleted Forms)
This scenario is not supported as of now.
The below steps needs to be followed currently:
1. Rehire inactive employee
2. Manually restore the performance forms by navigating to Admin Center -> Restore deleted forms.
The Product Management has confirmed that this is an enhancement.
Currently the Enhancement has no fix date, and is currently in discussion. You can track the release of this Enhancement by checking the release notes in each release for ECT-73143.
