When the accrual frequency is monthly and the employee is terminated on the last day of the month, the temination rule is not triggered and hence the Time Account balance as of termination date shown on the termination screen is incorrect.

Reproducing the Issue
1. User get monthly prorated Accural at the end of every month as shown below

4. When I teminated a user on the 30/01/2017,the termination rules posts 2days to Annual Leave Entitlement which is correct which is posted as per the rule configured.
5. But when I teminated a user on the 31/01/2017,the Annual Leave Entitlement is 1.5 which is incorrect as per the termination rule it should have posted 2 days.
This is working as per the system design.
The Accrual frequency is monthly. So on terminating an employee in the month of Jan 2017, his termination period is 1st Jan 2017 to 31st Jan 2017 i.e termination rule will trigger only if the effective termination date falls in this period.
When you terminate an employee on 30th Jan 2017, the effective date of termination is 31st Jan 2017 which is within the termination period (1st Jan 2017 to 31st Jan 2017). Therefore the termination rule will trigger.
When you terminate an employee with last working day = 31st Jan 2017, the effective date of termination is 1st Feb 2017 which is outside the termination period (1st Jan 2017 to 31st Jan 2017).
The January accrual period is fully completed with working days, as the employee stays the whole month within the company. Therefore no termination processing is necessary for this period and termination rule will not be called.
