A user (for example a HR Admin) is unable to generate ad-hoc reports for future hires. However, an Admin with complete permissions can generate reports for future hires.

Reproducing the Issue
- Crreate a HR Admin role
- Grant the role to a group and restrict the target population based on a Job Information field, for example Granted User's Department
- Hire a future dated user within the Granted User's Department
- If the HR Admin runs an ad-hoc report, the future dated hire will not be included in it
The problem is that when creating a future dated new hire, the RBP settings will not be active until the hire date. For example, if the Egypt HRA creates a new future dated Egypt employee now, the Job Information record that drives access to the employee by the HRA doesn't come into play until the hire date. So even though the HRA hired them, they can't see the future dated hires in the system or pull them in a report until the date of hire.
Currently a user can manipulate the Effective Date of the EC tabs for Employment Information and Personal Information but only if they have initial access to the Employee to begin with.
This is already known to the engineering team and it is treated as an enhancement request. The enhancement request number is ECT-26860. Currently there is no roadmap for this. When this is implemented, it'll be included in the release notes. You can contact your CSM to know status of the enhancement request.
