1. Check whether user has configure dbusiness rule permission
Admin Center--Manage Permission Roles--Open an admin role--view pemrissions-- metadata framework-check configure business rule permission is enabled.
2. Check the emergency fields in onboarding (settings--datadictionary) is marked as repeatable mode.
3. Re-Import the xml(ONB-EC Integration template) in provisioning.
