On Item detailed page the default value for field "Users can record learning evernt for themselves' is prepopulated to either "Yes" or "No"

Reproducing the Issue
Admin sees "Users can record learning event for themselves" field prepopulated to 'Yes ' or 'No' on the details page on the newly created Item
System Admin > Configuration > User Settings: 'User can record learning events for items' check-box is checked or unchecked, in the section called: 'User Learning Event Recording Defaults.'
Follow the below steps and update the "User can record learning events for items" check box to the required value. This global setting will apply to all the Items created after this change. All the Items created after this change will prepopulate the field value from the Global settings. This change in global settings will not affect the existing Items. If you want to update that field value for the old items, you have to do it manually
