When defining a Business Rule to be applied to all population to define the eligibility in Compensation, the rule is only being applied to EC employees but not to non-EC employees.
Business Rules will only apply to employees that are already migrated to EC. Non-EC employees will not be affected by business rules and will all display in the forms.
When the template is a Hybrid Template it is necessary to define Business Rules to define the eligibility of EC employees, and to create non-EC eligiblity rules (directly in the Compensation template) to define the eligibility of non-EC employees.
