StateProvince field is locked upon creating candidate profile unless you change the value of the Country field.
Reproducing the Issue
Go to Career site and create candidate profile, fill out all the required fields, accept data privacy (If data privacy is configured) and create account.
In the candidate profile, notice that the State/Province field is locked an can't be edited even though the Country Field has a value. The State/Province field can only be edited if you change the value of the Country field.
In the candidate profile xml template the State/Province field comes before the Country Field.
Make the Country field come first before the State/Province field in the Candidate Profile xml template.
