Where can we configure the picklist values for preferred region and preferred location when requesting for a scheduled offering?

Reproducing the Issue
1. From Learning> Find Learning> search for a scheduled offering.
2. Click on Assign to me> Request schedule. You will be asked for the following:
- Need By Date
- Preferred Region
- Preferred Location
For preferred region:
- Admin> Users> Regions
Once region is created, system admin can assign it to an instructor by going to Learning> Instructors> Regions.
For preferred location:
- References> Physical Resources> Facilities
Once facility is created, system admin can assign it to a region by going to Users> Regions> Facilities.
