[PP3] Add button in National ID Portlet in Add new hire wizard is not adding a new row when existing national-IDs are deleted.

Reproducing the Issue
- Go to Admin Center > Click on Add new hire and fill out the necessary information including national ID.
2. Click on the Continue button and proceed to Personal Information page then click the pencil button to go back to the identity page to edit National ID.
3. Delete the national ID and try to add another.
4. You will notice that even though you are clicking the add button multiple times nothing happens.
This is a defect filed in engineering ticket ECT-55469 which is target to be fix on 1702 release.
The only workaround for this moment is to fully refresh the page and add the correct national ID.
